    I have attached an opinion originally authored by The Alliance of Nonprofit Mailers, MPA - The Association of Magazine Media, and The Association of Postal Commerce. IDEALLIANCE STRONGLY SUPPORTS THIS POSITION.

    You may be aware that the Postal Service recently finalized a new collective bargaining agreement with the National Association of Letter Carriers (NALC) that provides current career employees with three pay increases totaling 4.7% over the life of the contract (one of these increases was paid retroactively). These increases are in addition to seven COLA increases. The agreement converts many of the "City Carrier Assistants" to career status and extends the "no layoff" provisions contained in previous agreements.

    This clearly represents a disconnect with the compensation environment that exists in the balance of the supply chain and represents a disregard for a commitment to cost containment at the USPS. It will be interesting to see what, if any, impact this agreement will have on the current rate making process.

    I'm sure this will be a prominent part of the discussion that will take place at the next industry leader / postal senior management meeting scheduled for June 28.
