Despite a flurry of last minute activity any prospects for postal legislation this year died when the House adjourned for the year without moving H.R. 5714 forward. As Chairman Chaffetz of OGR pointed out there just wasn't enough time to get the bill done before adjournment as the Congressional Budget Office (CBO) took more than twice the normal time to "score" the bill leaving insufficient time for OGR and Ways & Means members to work together to resolve issues.
However, our effort was not wasted and the momentum we have developed will carry into the new year with the new Congress. We will pick up where we left off using the solid foundation of the H.R. 5714 as a platform to move forward with.
