Senators Carper and Coburn have introduced a postal reform bill S. 1486 which seems to satisfy no one. The bill would allow the USPS to move to five days of delivery or fewer after a delay of one year and would make post office closings more difficult. On the rate issue it would radically change the CPI rate cap by moving to an application of the cap to the entire market dominant class. It would also move up by one year the date when the CPI cap itself would be removed. The bill would also make the process of filing an exigency case much easier by allowing the Board of Governors to implement such an increase by unanimous vote of the board. We are still going through the 194 page bill and will continue to provide updates but it does not appear that there will be any mailing industry support for S. 1486.
