At MTAC we discussed that issue with the USPS. The USPS will add the functionality to assign costs for failures such as this to the permit of your client. That of course assumes you mail under their permit and they have funds available to cover this penalty. It will definitely add the need to communicate with your customer about why these charges are being assessed to them.

the problem with this proposal is that the mailing agent will be penalized for files submitted my clients that may have very old names and are not updated after NCOA processing.
