    We have installed our latest version of BCC with the new Postal rates for 2017 and are noticing a problem we hope some other member could help us out with? There is no longer the sort select for "SCF 3-digit" discounts, only an "SCF AADC". We sort lists that will be presented to our SCF (Minneapolis/St. Paul), and the entire mailing has zip codes that will be sorted at our SCF.  Yet none of the Minneapolis/St. Paul SCF zip code addresses are being categorized as "SCF AADC" rates? Is this correct? How does one get an "SCF AADC" discount? This is quite a postage rate increase if there is no longer an "SCF 3-digit" discount, and all mail that was "3-digit SCF" mail, now becomes "None AADC" mail. Is there a glitch at BCC, or the USPS? There is a line item on the USPS Form 3602-R for "SCF AADC", but none of our addresses seem to qualify. Is there going to be a "SCF-AADC" rate? Our BMEU does not know at this time and they are reaching out to higher ups at the USPS.

    According to DMM 246 - 4.2 - AADC trays are eligible for SCF discounts when the AADC service area matches the corresponding SCF zipcode service area. I found by comparing L801 (AADC) to L005 (SCF), that there are about 15 AADC's that could contain zipcodes that would be outside the corresponding SCF service area. I believe Minneapolis and St. Paul fall into that category.

    We are also having some issues as well. We use Group One and the AADC trays are now being segregated from the 5-digit trays going to any given SCF entry point. Any one else seeing issues like this?

    Per my understanding all Zips from SCF LL are in AADC LL and actually AADC has a couple extra Zips such as 547 and 548

    You should look at the 2/1/2017 LL for AADC to compare and confirm.

    Based on an Idealliance MSDG (Mailing Software Developers Group) meeting that was held a while back, we had a conversation on this topic with Chuck Tricamo at the NY PSCS.  In this meeting it was noted that where SCF and AADC facilities do not align, the AADC tray can be entered at the DSCF facility based on the "Label To" ZIP of the AADC Tray and when that is done, all the pieces in the AADC tray are eligible for the DSCF discount (even though all the pieces in the AADC tray do not align with the SCF service area).

     

    I reconfirmed this ruling with Chuck this morning.

    Thanks Robert for the clarification. It would make sense and align more closely with NDC eligibility rules that the "label to" zipcode would take precedent. Wish they would have spelled that out better in the DMM.

    Sorry. I should have also included the DMM verbiage.
    4.2.1 Letters

    Pieces in a mailing that meet the standards in 2.0 and 4.0 are eligible for DSCF prices under either 4.2.1a. or 4.2.1b. below:

    1. When deposited at a DSCF or USPS-designated facility, addressed for delivery within that SCF’s service area, and:
      1. Placed in a tray labeled to that DSCF.
      2. Placed in a tray labeled to a destination within the DSCF’s service area. This includes trays labeled to an ADC or an AADC facility with the exact same service area as the DSCF.

    So now I'm wondering if anyone might have clarification from the USPS. As an example;
    AADC tray for AADC Miami 331 could contain zipcode 340 which is an APO is not designated to any SCF service area.

    In my previous post item 1 in the DMM reference says; "Placed in a tray labeled to that DSCF". So if the AADC tray is labeled 331, does it matter that it contains mail for 340 (it's labeled correctly)? or do all AADC destinations that do not have an exact match to an SCF service area automatically become disqualified for SCF discounts?

    Good Morning, 

    There appear to still be discrepancies between the tables determining the price eligibility in this particular scenario.  We have looked at the current tables, as well as the tables published to the software community for release in March.

    As far as we can tell, there are no changes in the tables to alleviate this scenario.  

    We are raising the issue to User Group #9 to see if we can get some information or movement on this.

    We encourage any of our customer to contact our support team of USPS mail-piece design certified professionals for more information on this as it develops.

    I have verified the DMM change to price eligibility that has been discussed with Chuck Tricamo, and we will be updating all BCC products based on the new information.

    As soon as the change is made and verified, patches will be released for all affected products.

    Thanks to everyone responding and helping to resolve the SCF price eligibility. Now I just need to figure out why the software is separating the AADC level trays on to a separate pallet from the 5 digit level when the trays are destined for the same SCF entry point and are in consecutive sequence within the presort.
